Hawaii Medical Service Association (HMSA) & Financial Incentives

In October of 2006, the Hawaii Medical Service Association created a $50-million initiative to provide assistance for hospitals and physicians in Hawaii for adopting and using Electronic Medical Record (EMR) and Electronic Health Record (EHR) systems. The funding will be split into $30-million for hospitals and $20-million for physicians. HMSA believes that the HI-IQ initiative will transform healthcare in Hawaii by reducing errors, minimizing duplication, enhancing patient care, offering continued access of vital information during disasters, and offering measurable efficiencies in healthcare delivery.

Who is eligible for grants?

All participating HMSA acute care hospitals and more than 1,000 physicians are eligible. In order to receive payments, each entity must submit a proposal showing the potential to improve patient care and results. Actual awards will be given to the hospitals and physicians that demonstrate the adoption of EMR/EHR and improvement of patient care.

How does the HMSA determine grant recipients?

Proposals are reviewed by a committee of senior HMSA staff.
